Applications can be found at: or the Administration Office located on the 1stfloor of the County Administration Building, 97 Hammond Street or by calling (207) 942-8535 x2207 Job Summary: Under the general supervision of the FinanceDirector, Assistant FinanceDirector will assistthe Finance Director in the general operation of the Department; responsible for a variety of complex administrative and technical accounting and financial functions in maintaining fiscal records and systems. Assists with and verifies County payroll and reconciles employee benefits. Oversees the Department in the absence of the Finance Director. Essential Duties/Responsibilities: · Assists with the preparation and verification of weekly payroll, including preparing quarterly and yearly payroll reports, verification of department time sheets and updating personnelinformation and changes within the financial system. · Manages and maintains employee vacation and sick leave records. Performsanalysis of vacationand sick leave payouts upon an employee’s termination. · Reviews pay step increases, probationary periods, promotion/demotions, new hires and terminations based on six different union contracts and processes when necessary.

· Prepares and submitsmonthly Maine State Retirement Reports. · Assist with accountsreceivable and bank deposits. · Prepares and processes accounts payable for all County departments and the Unorganized Territory weekly and reviews all invoices for accuracy. Manages various county accounts, i.e. credit/charge accounts paid through AP as well as prorating expenses to correctly charge departments. · Prepares billing and manages the roster of the county self-administered disability and life insurance plan. · Maintains professional and technical knowledgeby attending educational workshops and establishing professional networks. · Assumes all dutiesand responsibilities of the Department in the absenceof the Finance Director. · Performs additional dutiesas assigned by the FinanceDirector Non-Essential Duties and Responsibilities: Performs additional work-related duties as assigned. General Expectations: · Be committed to the mission · Work as a member of a team in the performance of duties · Be punctual for scheduled work and use time appropriately · Work in harmonious relationships with all staff and members of the public · Perform duties in a conscientious, cooperative manner · Perform required amount of work in a timely fashionwith a minimum of errors · Be neat and maintain a professional appearance · Understand and work within Penobscot County Government Policiesand Procedures · Maintain confidence by keeping information concerning employees, personnelissues and County operations confidential Knowledge/Skills/Experience required: Experience and Skill Requirements: · Three to four years of prior relatedexperience in finance/accounting at a professional level, preferably in a government setting · Considerable knowledge of modern governmental accounting theory, principles and practices, public finance and fiscal planning · Considerable knowledge of internal controlprocedures and management information systems · Considerable knowledge of office automation and computerized financial applications, preferably with TRIO financial software system as well as Excel · Considerable knowledge of payroll and accounts payablefunctions · Working knowledge of budgetary, accounting and reporting systems · Excellent time management and organizational skills · Ability to maintainefficient and effective financial systems and procedures · Ability to establish and maintain effective working relationships with employees, countyofficials and outside agencies · Ability to communicate effectively, orally and in writing · Ability to work in a team setting with a commitment to a high level of customer service and quality work is required · Excellent organizational skillsand highly detailorientated with abilityto work under pressure to meet deadlines is required · Ability to be bonded is required

Education Requirements:

Technical or specialized training equivalent to that which would be acquired in four years of college, technical schoolor business schoolwith a strong concentration in finance/accounting. A bachelor’s degree in finance, accounting strongly preferred.

Work Environment:

This job operates in a professional office environment. This role routinelyuses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
