Penobscot County Commissioners’ Meeting Minutes Nov 12, 2019 2263 9:00 AM Commissioners Peter Baldacci & Laura Sanborn 27° Commissioner Andre Cushing arrived 9:15 a.m.
Approval of Minutes -
Commissioner Sanborn made a motion to approve October 29, 2019 meeting minutes. Commissioner Baldacci seconded the motion. Vote to approve passed 2-0.
Public Comment – NONE
UT Update –
Barbara Veilleux presented a special event permit for the Millinocket Marathon and Half which will be held on Saturday, December 7th. The route is the same as last year and we have received the certificate of liability insurance.
Commissioner Sanborn made a motion to approve the special event permit to Crow Athletics for the Race. It was seconded by Commissioner Baldacci. Motion to approve passed 2-0.
Barbara presented photos of the work on the scenic turnout on the Grindstone Road. The Commissioners approved the signage requested from DOT on this property.
Barbara reported that Kingman Fire members have decided to turn the trucks and buildings back to the County. Barbara will work with Rudman and Winchell on getting a deed for this property. Barbara discussed that we should budget $15K for this property in order to cover insurance, and keeping the property plowed and heated, and get the trucks up and running.
Barbara states that three members have submitted applications for the Mattawamkeag Fire Department.
Administration Update –
Judy Alexander presented for Bill Collins who is out sick.
o There were two active shooter trainings that took place last Wednesday. These trainings were well attended and very informative. o Bill did not attend last week’s MCCAM meeting. He did, however, attend a meeting with the City and Rob Frank. o Reminder that tonight is the budget meeting. o Reminder to Commissioner Cushing that Wednesday is the State Claims Commission hearings in Dexter. o The MCCA meeting will be held in Augusta tomorrow. Commissioner Baldacci states that he has court in Belfast and will be unable to attend. o Maine Army National Guard will be holding a public information meeting in Woodville Thursday. o There will be Homeland Security De-brief Friday. o Judy referred to an email sent from Lee Umphrey on the BUILD grant.
Judy will be providing a revised agenda for tonight’s budget hearing meeting.
Judy reported that she has received two towns’ tax payments.
Payroll Change Notices signed for: Lucas Babcock – Rehired; Jessica Gray and Andreas Schaefer – Resignations.
Payroll Warrant to be approved for: $227,427.87
Accounts Payable Warrant to be approved for: $83,481.40 Unorganized Territory Warrant to be approved for: $31,686.85 Unorganized Territory TIF Warrant to be approved for: NONE
Executive Session---Commissioner Sanborn made a motion to go into Executive Session at 9:12 a.m., under 1 M.R.S.A. § 405 (6) (D) Contract Matter. Commissioner Baldacci seconded the motion. Motion approved 2-0. Present were: Commissioners, Judy Alexander, John Hiatt and Erika Honey. Session ended at 9:15 a.m.
In open session Commissioner Sanborn made a motion to increase the FSA limit for 2020 from $2,700 to $2,750. Commissioner Baldacci seconded the motion. Approved 2-0.
Executive Session---Commissioner Sanborn made a motion to go into Executive Session at 9:20 a.m., under 1 M.R.S.A. § 405 (6) (D) Contract Matter. Commissioner Cushing seconded the motion. Motion approved 3-0. Present were: Commissioners, Judy Alexander, John Hiatt and Rob Frank. Session ended at 9:40 a.m. NO votes taken.
Meeting Adjourned-
Commissioner Sanborn moved to adjourn the meeting at 9:47 a.m. with no further business on the agenda. Commissioner Cushing seconded the motion. Moved to approve 3-0 Certified By: Judith Alexander, Finance Director
