Penobscot County Commissioners’ Meeting Minutes December 26, 2017 #2169

Approval of Minutes-

Commissioner Sanborn made a motion to approve the December 19th, 2017 minutes. Commissioner Davis seconded the motion. Vote to approve passed 3-0.

Sheriff’s Department Update –

Sheriff Troy Morton stated that today’s jail population is 167 inmates. 135 males, 32 females and 48 boarded out to other county jails. There are 66 inmates in Maine Pre-trial. One federal inmate and no county swaps.

Sheriff Morton spoke of the two medical contract bids received last week and stated that his department needed a couple more days to make their recommendation to the Commissioners. Sheriff had reached out to Somerset, Piscataquis, Franklin and Two Bridges for reference checks on Medpro. Unfortunately, he has not heard back due to the Holidays. The Commissioners would like the Sheriff to reach out to each bidder and see if he can negotiate with them on the areas of concerns.

Commissioner Sanborn made a motion to go into Executive Session at 9:15 a.m.

1 M.R.S.A. § 405 (6) (A) Personnel Matter. Commissioner Davis seconded the motion. Vote to approve passed 3-0. Present were: Bill Collins and Sheriff Morton. Session ended at 10:40 with no votes taken.

Administrative Update –

Attorney James Belleau of Trafton, Matzen, Belleau and Frenette will be presenting to the Commissioners next Tuesday regarding an opiate class action lawsuit.

Wayne LaPierre, our snow plow contractor for the Millinocket Lake Road was shot and killed during a recent home invasion.

One of our janitor’s has a small bookcase in good condition that he would like to donate to Probate and placed in the corridor outside the courtroom. Renee Stupak and her office currently provide children’s books for entertainment while they wait for court hearings. Commissioners are Okay with the donation provided Ms. Stupak is.

Bill Collins stated he will be taking a few days off this week.

Payroll change notices signed for: Ann K Surprenant – Retirement; Ethel Ann Greenlaw and Robert Greenlaw – Rate Change; Tyler Thompson and Mary Anne Hesseltine – Comp Time.

Payroll Warrant to be approved for: $ 214,054.29

Accounts Payable Warrant to be approved for 12/19 2nd run: $ 3,304.03

Account Payable Warrant to be approved for 12/19: $212,051.90

Meeting Adjourned-

Commissioner Davis moved to adjourn the meeting at 10:50 a.m. with no further business on the agenda. Commissioner Sanborn seconded the motion. Moved to approve passed 3-0.
