Job Summary:

Primary job will perform Quality Assurance program review and evaluation for medical, fire and law protocols, emergency services communications bureau and emergency medical services to assure that Penobscot Regional Communications Center is operating within required standards set forth by the State of Maine.

Required to be able to perform public safety/emergency medical dispatcher duties in accordance with policies and procedures of the employing agency and in compliance with governing federal and state procedures and/or laws and oversees general running of the Communications’ division.

The position is subject to the successful completion of a probationary period in accordance with County policies.

Essential Duties/Responsibilities:

· Knowledge of local, state, and federal laws, rules and regulations applicable to the Communication Division and all law enforcement agencies, fire services, EMS services and private affiliated with Penobscot Regional Communications Center

· Knowledge of Penobscot Regional Communications Center Policies and Standard Operating Procedures

· Knowledgeable in the duties of a Communications Dispatcher

· Monitor adherence to policies, procedures and post orders

· Maintain open communications with staff and supervisors

· Provides written performance evaluations as directed

· Maintain quality assurance records for Penobscot Regional Communications Center Staff

· Perform weekly quality assurance reviews for all communication personnel for one Emergency Medical Dispatch Call, one Fire Call, and one Law Enforcement Call

· Fill out the appropriate forms designated by the Maine Emergency Medical Services and National Academy for Emergency Medical Dispatch and report information to the appropriate authorities

· Make reports to the EMS Bureau and Director/Deputy Director

Other Related Duties and Responsibilities:

· Participate in supervisors’ meetings, and may sit on various boards and panels

· Participate in mandatory training

· Perform special tasks as requested by Director/Deputy Director

· Attend any special functions and/or meetings when directed and in the absence of the Director/Deputy Director

Knowledge/Skills/Experience required:


  • Minimum - High School Diploma or GED

  • Will be certified in CPR

  • Will be certified in Emergency Telecommunicator, Emergency Medical Dispatching and Emergency Fire Dispatching

  • Knowledge of the ProQA, Aqua quality assurance system, and rules/requirements of the Maine Emergency Service (EMS), Emergency Services Communications Bureau, and National Emergency Medical Dispatch Academy

  • Will be certified Terminal Operator

  • Certified as an ED-Q reviewer


  • Must have personal computer knowledge and skills

  • Able to perform and prioritize multiple tasks efficiently, while under stress

  • Will be trained as Emergency Dispatcher to help fill critical hours as outlined by Collective Bargaining Agreement


  • Minimum 21 years of age

  • Successful completion of department testing

  • Successfully pass a full criminal and motor vehicle background check, polygraph examination, and drug screening test

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
