Penobscot County Commissioners’ Meeting Minutes January 22, 2019 2223 9:00 AM Commissioners Peter Baldacci, Laura Sanborn and Andre Cushing 17°

Sheriff’s Update –

Sheriff stated that today’s jail population is 187 (152 males, 35 females) with 73 boarded out to other county jails. There are no federal inmates, no county swaps and 70 inmates in Pre-Trial Services.

The Sheriff noted that Susan Young for the Bangor Daily News did an editorial on the needs of the Jail.

We are down correction officers at the Jail. Our most recent recruiting effort has resulted in moving forward on offers to five for full time positions and two part time.

We have learned the newly appointed Commissioner for Corrections Randy Liberty and Corrections Inspector Ryan Anderson are planning to visit the Jail.

Medpro is seeking a $ 260 K annual contract to provide 24/7 nursing coverage. The Commissioners would like the Sheriff to see if this amount can be negotiated.

UT Update –

Barbara Veilleux reports that there have been no major complaints from the weekend storm.

Commissioner Cushing moved to approve Regional Animal Control contract with the Town of Orono as presented. Commissioner Sanborn seconded the motion. Motion moved 3-0. Signed.

Barbara reports that Jerome Emery reports he has put up the additional sand that was authorized.

Barbara stated after reviewing the language contained in our tax exempt certificate, we are not able to purchase the snowmobile trail drags on behalf of the Bowlin Matagamon Snowmobile Club. Commissioner Sanborn made a motion to approve the TIF Grant for two snowmobile drags in the amount of $46,000. Commissioner Cushing seconded the motion. Motion moved 3-0.

Charlie Pray has agreed to resign his seat on the LUPC board and the ad for a new representative has been drafted. Commissioner Cushing suggested changes in the language in regards to qualifications however, that language was taken directly from the statute. Commissioners authorize ad to go out as written.

Commissioner Cushing made a motion to place these bids under advisement and have Finance Director review the bids. Commissioner Sanborn seconded the motion. Vote to approve passed 3-0. Please find the attached copy of the bid results.

Administrative Update –

Bill Collins reported that negotiation meetings were held for FOP Supervisors and Line, Corrections Supervisors and Line as well as PRCC Dispatchers last week. Erika Honey, our new Human Resource Director was introduced. Commissioner Baldacci welcomed Erika to the County.

Commissioner Baldacci has been certified as the Chief Executive Officer for Penobscot County for federal certification on federal grants.

Bill received information from Lorna Thompson regarding Aroostook and Cumberland Counties seeking funding to create Regional Assessing and Code Enforcement. The Commissioners are interested in this and would like Bill to inquire further.

Bill reports that the Building Committee is upstairs meeting. Representative Stanley is unable to attend on Tuesday mornings due to other obligations. Commissioner Cushing would like to see if meetings could be held on Friday’s or Monday’s so that the Commissioners could be in attendance too.

WABI TV produced a piece last week on the jail. Sheriff reported on the jail challenges of over crowdedness and Bill reported on the financial aspect of a Jail construction project.

Wellness Program will be holding an 8 week challenge from February 18th to April 14th.

Commissioner Cushing was requesting permission to utilize the County Seal on personal purchases of clothing. This was approved by Commissioner Baldacci.

Public Hearing – Special Amusement Permit Sawmill Grill, IP 3

Barbara Veilleux presented the Commissioners with a permit to be signed for Sawmill Grill in IP 3 for comedy and live music. Commissioner Sanborn made a motion to approve the permit. Commissioner Cushing seconded the motion. Motion to approve passed 3-0. Signed.

Public Comment –

Doug Dunbar, citizen of Hermon, has brought another set of books of recovery and self-help to the jail. Doug states Andy Davis is still looking for assistance and would gladly accept professional volunteers. Doug feels that it would be wise for a mental health class be offered to Correction Officers so that they have a better understanding of the illness. Doug referred back to a classroom that is holding six inmates that should be a temporary fix. Doug states that his booklet for distribution is coming together. Doug watched a documentary on Martin Luther King yesterday and his take away is people need to see things to believe.

Executive Session---Commissioner Cushing made a motion to go into Executive Session at 10:03 a.m., under 1 M.R.S.A. § 405 (6) (D) Contract Matter. Commissioner Sanborn seconded the motion. Vote to approve 3-0. Present were: the Commissioners, Bill Collins, Treasurer John Hiatt, PRCC Director Chris Lavoie, Deputy John Lilly and HR Director Erika Honey. Session ended at 10:25 a.m. No votes taken.

Executive Session---Commissioner Cushing made a motion to go into Executive Session at 10:26 a.m., under 1 M.R.S.A. § 405 (6) (A) Personnel Matter. Commissioner Sanborn seconded the motion. Vote to approve 3-0. Present were: the Commissioners, Bill Collins and HR Director Erika Honey. Session ended at 11:07 a.m. Commissioner Cushing made a motion to include two Dept. Heads for Cost of Living Increase in 2019 (2.0%). Commissioner Sanborn second the motion. Vote to approve passed 3 – 0.

Meeting Adjourned-

Commissioner Sanborn moved to adjourn the meeting at 11:12 a.m. with no further business on the agenda. Commissioner Cushing seconded the motion. Moved to approve 3-0.
