Penobscot County is formally soliciting competitive, sealed proposals from qualified and licensed commercial electrical contractors to enter into a master service agreement for the Penobscot County Complex located in Bangor, Maine.

Project Overview & Facility Scope

The selected contractor will provide guaranteed 24/7/365 emergency response, routine on-call electrical repairs, and scheduled preventative maintenance (including infrared thermal panel inspections) across all four (4) campus facilities:

1. The Historic Courthouse & Administrative Building (including the 24/7 911 Communications Dispatch Center)
2. The Annex
3. The Sheriff's Office & Correctional Facility (Penobscot County Jail)
4. Old District Court Building (EMA, Sheriff's Patrol & Civil Divisions)

Key Service Requirements

• Emergency SLA: Guaranteed on-site arrival within two (2) hours of callout.
• Routine SLA: On-site service response within forty-eight (48) hours for non-emergencies.
• Licensing: Master and Journeyman Electricians holding active State of Maine licenses.
• Security Compliance: Willingness to comply with CJIS/Sheriff's Office background checks for assigned personnel during post-selection due diligence.
